Meeting Minutes for April 16, 2007
OFFICIAL COUNCIL PROCEEDINGS
APRIL 16, 2007
A regular meeting of the City Council of the City of Harbor Beach was
held on Monday, April 16, 2007 at City Hall. The meeting was called to
order at 2:30 p.m. by Mayor Swartz.
Present: Burkhard, Goniewicha, Kleinknecht, Wood and Mayor Swartz
Finance Officer Youatt
Also Present: Department Heads Schock, Cregeur and Wruble
Absent: Department Heads Miller and Shedd (both with notice)
It was moved by Burkhard, seconded by Kleinknecht to approve the agenda
as presented. Motion carried. 5 yeas.
It was moved by Kleinknecht, seconded by Goniewicha to approve the minutes
of the April 2, 2007 Council meeting as presented. Motion carried. 5 yeas.
It was moved by Wood, seconded by Goniewicha to approve the minutes of
the April 5, 2007 Administration Committee meeting as amended, with the
amendment of addition of a statement that City Council should be notified
in advance of any purchase above $ 500. Motion carried.

It was moved by Kleinknecht, seconded by Wood to approve the minutes
of the April 5, 2007 Negotiating Committee meeting as presented. Motion
carried. 5 yeas.
Citizen Comment: Wendall Koehn inquired about an office for the Mayor.
Mayor Swartz stated he would be checking on this with City Attorney Ferris.
Department Head Reports: Youatt reported that the DPW crew was very busy
with snow plowing this winter. All equipment is in good working condition.
WWTP Superintendent Cregeur reported that loading from Dow AgroScience
has been down the past couple of weeks. The new Industrial User Permits
for Sensient and Dow are in effect. There was a sanitary sewer overflow
on March 13th. Grease pumps need replacing. IPP training by Wade-Trim
for IPP Manager Roggenbuck is going well.
Youatt reported that advertisements for the Water Plant Superintendent
position and the Water Plant Operator position have been posted. Water
production is around 1 mgd. Contract issue with Sand Beach Township and
Village of Forestville regarding clarification on payment for water main
repairs has been worked out.
Recreation Director Wruble reported that the dredging project at the
Marina will start this week. A DNR grant for reclamation costs for the
dredge disposal site has been submitted. The silt abatement concrete forms
are in and the blocks are being poured, as 72 blocks will be constructed
and placed along the main dock to prevent or slow down silt infiltration
into the Marina. There are 2 fishing tournaments scheduled for May. The
Rotary Club has donated a drinking fountain for the Playscape area at
North Park. The tennis court and basketball court project at Davidson
Park is moving forward A ribbon-cutting ceremony for the new Kayak/Canoe
water trail is set for May 19th.
Police Chief Schock reported that Police Union contract negotiations
will begin soon. A light control module was replaced in the Crown Victoria.
New equipment is being installed in the new Dodge Charger. Bad check complaints
have been coming in to the Department. There have been some altercations
recently among students at the school. Bullet-Proof vests will be replaced
with grant funds. Part-time Secretary Jenny Learman will be leaving soon.
OLD BUSINESS: Council reviewed bids for asphalt for Davidson Park tennis
and basketball courts. Bids received were from Complete Asphalt Paving
Company for $ 37,500.00, Saginaw Asphalt Paving Company for $ 49,382.40,
and, from Yaroch Paving and Asphalt LLC for $ 34,480.00. It was moved
by Wood, seconded by Goniewicha to award bid to the low bidder, Yaroch
Paving and Asphalt LLC for $ 34,480.00 as presented. Motion carried. 5
yeas.
Council reviewed bids for painting and lining the Davidson Park tennis
and basketball courts. Bids received were from Goddard Coatings for $
13,400 and from Complete Asphalt Paving Company for $ 13,888. It was moved
by Kleinknecht, seconded by Goniewicha to award bid to the low bidder,
Goddard Coatings for $ 13,400 as presented. Motion carried. 5 yeas.
NEW BUSINESS: Resolution # 2007-09, “Dow AgroSciences - 10th Anniversary
of Sale of Spinosad,” was presented to Council. The Resolution would
extend congratulations to Dow AgroScience on the 10th anniversary of sales
of Spinosad throughout the world. It was moved by
Goniewicha, seconded by Kleinknecht to adopt Resolution # 2007-09 as presented.
Motion carried. 5 yeas.
Resolution # 2007-10, “Water Sale Agreement Amendment,” was
presented to Council. The Resolution would approve an amendment to the
Water Sale Agreement with Sand Beach Township to clarify cost sharing
of water main repairs on the water transmission main running along M25
which is owned by the Township and serves the Village of Forestville.
It was moved by Kleinknecht, seconded by Wood to adopt Resolution
# 2007-10 as presented. Motion carried. 5 yeas.
Engineer Report: None
Finance Officer Report: Thanked the Rotary Club for their donation of
the water fountain for the Playscape area at North Park. A successful
meeting with Mike Overly, MERS, was held with the employees last week
to review the health insurance program MERS offers. The first negotiating
session with the AFSCME Union is scheduled for May 1st.
Council Reports: A fishing tournament is scheduled for May 5th and May
19th at the marina. There will be a ribbon cutting ceremony on May 19th
for the Kayak/Canoe water trail at Bathing Beach Park. The annual CROP
walk is scheduled for May 6th. White Cane weekend is April 27th and 28th.
There being no further business, the meeting was adjourned at 3:22 p.m.
