Meeting Minutes for April 18, 2005
OFFICIAL COUNCIL PROCEEDINGS
APRIL 18, 2005
A regular meeting of the City Council of the City of Harbor Beach was
held on Monday,
April 18, 2005 at City Hall. The meeting was called to order at 2:30 p.m.
by Mayor Swartz.
Present: Kleinknecht, Schelke, Semp, Wood and Mayor Swartz
Finance Officer Youatt and Engineer Bergdolt
Absent: None
It was moved by Kleinknecht, seconded by Schelke to approve the minutes
of the April 4, 2005
Council meeting as presented. Motion carried. 5 yeas.
Citizen Comment: Brad Blanchard of the American Legion informed Council
of a dinner sponsored by Blue Stars, mothers of soldiers serving our country,
to be held on May 14th at
Angelina’s Restaurant in Bad Axe. Tickets will be available at various
location. Mr. Blanchard
is encouraging area councilmembers to attend.
Mayor Swartz opened a public hearing at 2:37 p.m. regarding a Zoning
Ordinance amendment
concerning recreational campgrounds. Youatt explained the proposed amended
Ordinance would permit Recreation campgrounds on parcels of 13 acres or
more. The existing Ordinance permits Recreation campgrounds on parcels
of 15 acres or more. The new Ordinance would allow the Lighthouse Assembly
of God to construct 8 temporary campsites to be used seasonally by volunteers
building the new church at property located near the intersection of Section
Line Road and Nelson Street. Mayor Swartz asked for public comment, and,
hearing none, closed the Public Hearing at 2:42 p.m.
OLD BUSINESS: The first reading of an Ordinance to amend Article IV,
“R-1 through R-2
One-Family Residential District,” Section 402, 5 (I) was presented
to Council. It was moved by Wood, seconded by Semp to approve the Ordinance
on first reading as presented and to hold the second reading at the May
2, 2005 Council meeting. Motion carried. 5 yeas.
Bids for the construction of a Playscape at North Park were presented
to Council. The Recreation Commission recommends Council approval of the
bid received from Engan, Tooley, Doyle, and Associates, Okemos, Michigan,
at a cost of $ 80,000. A $ 40,000 DNR grant has been approved for this
project. It was moved by Kleinknecht, seconded by Semp to accept the recommendation
of the Recreation Commission and to approve the bid from Engan, Tooley,
Doyle and Associates as presented. Motion carried. 5 yeas.

NEW BUSINESS: Council reviewed a list of properties which are proposed
to be inspected by the Huron County Building Inspector under the City’s
Dangerous Building Ordinance. Approval of the list is the first step in
following the provisions of the Ordinance. Youatt stated the purpose of
this procedure is to have property owners comply with building code. It
was moved by Wood, seconded by Semp to approve the list and to authorize
Finance Officer Youatt to proceed under the City’s Dangerous Building
Ordinance. Motion carried. 5 yeas.
Engineer Report: A review and response from the DEQ should be received
regarding the plans submitted on the Sanitary Sewer Retention Basin project.
Smoke testing of the main sewer interceptor will take place on April 28
and 29. About 4,000 lineal feet of sanitary sewer main will be tested.
A follow up meeting with DEQ and Dow AgroSciences regarding increased
loading to
the WWTP will be scheduled.
Finance Officer Report: A meeting with DEQ officials regarding the Dredge
Disposal site was productive. The City will comply with DEQ recommendations
to better manage the facility, including installation of an entrance gate,
dewatering the north basin, moving the dredge material to one side and
then covering with topsoil and grass seed. Youatt reported the gate has
already been installed and the north basin is being dewatered. Kalin Construction
started sidewalk replacement today along State Street downtown.
Council Reports: Reminder of the Michigan Week dinner to be held in Sebewaing
this year on
May 25th. Council members should notify Finance Officer Youatt if they
plan on attending.
There being no further business, the meeting was adjourned at 3:17 p.m.
