Meeting Minutes for April 2, 2007
OFFICIAL COUNCIL PROCEEDINGS
APRIL 2, 2007
A regular meeting of the City Council of the City of Harbor Beach was
held on Monday, April 2, 2007 at City Hall. The meeting was called to
order at 7:00 p.m. by Mayor Swartz.
Present: Burkhard, Goniewicha, Kleinknecht and Mayor Swartz
Finance Officer Youatt
Absent: Wood (with notice)
Corrections/Additions to Agenda: Youatt requested the bills be corrected
from $ 308,676.41 to $ 308,548.72 under Approval of Bills. It was moved
by Burkhard, seconded by Kleinknecht to approve the agenda as corrected.
Motion carried. 4 yeas.
It was moved by Goniewicha, seconded by Kleinknecht to approve the minutes
of the March19, 2007 Council meeting as presented. Motion carried. 4 yeas.
Bills for March 2007 in the amount of $ 308,548.72 were presented to
Council. It was moved by Burkhard, seconded by Kleinknecht to approve
payment of the bills as presented. Motion carried. 4 yeas.
Citizen Comment: State Representative Terry Brown was recognized. Representative
Brown informed Council of recent problems with the State budget. Also
informed Council that he serves on the Agriculture, Education and Energy
and Technology Committees in the State House and also serves on the Veterans,
Homeland Security and Tourism and Natural Resources Committees. Representative
Brown introduced City resident George Burdick, who presented Council with
framed photographs of President Bush, Governor Granholm and U.S. Senator
Levin and State Senator Barcia. Council thanked Representative Brown for
the update and also Mr. Burdick for the photographs.
Cindy Goniewicha asked about a recent item in the newspaper regarding
non-compliance issues related to the Wastewater Treatment Plant. Youatt
stated that the article was in compliance with DEQ regulations. Also questioned
why minutes were not published recently in the newspaper. Youatt stated
they would be.
Barb Chapin inquired about a potential grocery store in Harbor Beach.
Mayor Swartz replied that contacts have been made to no avail. However,
it was noted that Citgo is installing coolers and freezers and will sell
produce and meat soon.
OLD BUSINESS: Council reviewed bids for asphalt for the tennis courts
and basketball court project at Davidson Park. Bids received were from
Complete Asphalt Paving Company, Mayville, Michigan for $ 37,500.00; Saginaw
Asphalt Paving Company, Saginaw, Michigan for $ 49,382.40; and, from Yaroch
Paving & Asphalt LLC, Pigeon, Michigan for $ 34,480.00. Council discussed
the bids and the need to obtain additional bids for painting and lining
the courts, which may lower the bids for the additional work. It was moved
by Kleinknecht, seconded by Goniewicha to table all bids until the next
Council meeting. Motion carried. 4 yeas.
NEW BUSINESS: It was moved by Kleinknecht, seconded by Burkhard to accept
the resignation of Water Plant Operator Ron Badgley, effective June 15,
2007, with regret. Motion carried. 4 yeas.
Engineer Report: Youatt referred Council to the written report provided
by Engineer Bergdolt.
Finance Officer Report: Attended the MML Legislative Conference in Lansing
last week with Councilmember Wood, who provided a written report on the
Conference which Youatt read. A mandatory pre-bid meeting for the Sanitary
Sewer Retention Basin project will be held on
April 4, 2007 at 10:00 a.m. at City Hall. The necessary paperwork will
be submitted by Wednesday to the DEQ Coastal Management Program regarding
the Waterfront Development Plan grant.
Council Reports: The first meeting of citizens interested in starting
a winter festival was held on March 26th. The next meeting is April 23rd
at 7:00 p.m. at City Hall. Mayor Swartz stated the Easter Egg Hunt last
Saturday was a success with many children participating. An Administration
Committee meeting and a Negotiating Committee meeting will be held this
Thursday at 4:45 p.m. and 5:00 p.m., respectively, at City Hall.
There being no further business, the meeting was adjourned at 7:50 p.m.
