AUGUST 20, 2007
A regular meeting of the City Council of the City of Harbor Beach was
held on Monday,
August 20, 2007 at City Hall. The meeting was called to order at 7:00
p.m. by Mayor Swartz.
Present: Burkhard, Goniewicha, Kleinknecht, Wood and Mayor Swartz
Finance Officer Youatt
Absent: None
Corrections/Additions to Agenda: A bill from Wade-Trim for $ 24,462.08
for Water Plant Operation for August 2007 was deleted from the agenda
and will be included on the agenda for the September 4, 2007 Council meeting.
It was moved by Wood, seconded by Kleinknecht to approve the agenda as
amended. Motion carried. 5 yeas.
It was moved by Goniewicha, seconded by Kleinknecht to approve the minutes
of the August 6, 2007 Council meeting as presented. Motion carried. 5
yeas.
A bill from Wade-Trim for SRF Construction Engineering for $ 23,275.78
was presented to Council. It was moved by Wood, seconded by Kleinknecht
to approve payment of the bill. Motion carried. 5 yeas.
Bills from Wade-Trim for IPP Management Assistance for $ 105.00 and for
Water Plant Operation for July 2007 for $ 26,057.28 were presented to
Council. It was moved by Kleinknecht, seconded by Goniewicha to approve
payment of the bills as presented. Motion carried. 5 yeas.
Citizen Comment: Bill Duerr thanked the City for helping setup for the
Tractor Pull this past weekend.
Tim Kerry suggested posting a project time schedule for the Sanitary
Sewer Retention Basin project. Youatt will post it at City Hall.
OLD BUSINESS: Youatt informed Council of receipt of a letter from the
General Services Administration, which is the real estate division of
the Federal government, regarding the City’s interest in the old
Coast Guard Station property at the end of Pack Street. Youatt explained
the lack of progress on this issue was similar to the Lighthouse issue
with the DEQ bottomland lease problems. However, GSA officials believe
that a Public Use Agreement may be applicable for the old Coast Guard
Station property, due to the filled bottomlands. Following discussion,
it was moved by Wood, seconded by Kleinknecht to pursue a long term lease
arrangement with GSA and/or DEQ for the old Coast Guard Station property
located at the end of Pack Street. Motion carried. 5 yeas.
Mayor Swartz reviewed appointments to an ad-hoc International Property
Maintenance Code Committee. The appointments include Jack Kriete, John
Fitzgibbon, Gary Booms, Tom Youatt, Eric Peterson, Tom Wood and Mayor
Swartz. It was moved by Kleinknecht, seconded by Burkhard to approve the
appointments as presented. Motion carried. 5 yeas.
NEW BUSINESS: Council reviewed a bid received from Tuff Coat Dynol in
Bad Axe for purchase of a Pickup Cap for the truck at the Wastewater Treatment
Plant. An Aluminum Cap is $ 700, Fiberglass Cap is $ 1,100, Fiberglass
cover is $ 750, and a Vinyl cover is $ 650. WWTP
Superintendent Cregeur recommended purchasing the aluminum cap for $ 700.
It was moved by Wood, seconded by Kleinknecht to approve purchase of an
Aluminum Cap from Tuff Coat Dynol for $ 700. Motion carried. 5 yeas.
Engineer Report: Council reviewed the Engineer Report dated August 20,
2007 as provided by Wade-Trim Engineers Cory Davis and Dave Bergdolt.
A monthly construction progress meeting with RCL Construction regarding
the Sewer Retention Basin project is scheduled for Wednesday, August 22nd
at 4:00 p.m. at City Hall.
Finance Officer Report: A response to a request for documents and information
received from Sensient Flavors Attorney Tim Lozen was sent today via overnight
mail. The dredge disposal site has been restored with only topsoil and
seeding remaining to be completed. The silt abatement project at the Marina
is over 50 % completed. Auditors are finishing up work on the 2006-07
fiscal year audit.
Council Reports: The Chamber of Commerce did a good job with the Tractor
Pull event this past weekend. The annual fishing tournament for kids was
a great success with 34 kids participating. The fishing boat captains
taking the kids out appreciated the overnight dockage for their boats.
Question regarding locking of the tennis courts at Davidson Park. The
courts were power washed by the Fire Department in preparation for painting
and lining scheduled for this Wednesday. Question on flags requested for
the streets by the VFW. Youatt reported that DPW Foreman Shedd purchased
about 32 quality flags and have made brackets for same. Flags will be
up for Labor Day Weekend.
There being no further business, the meeting was adjourned at 7:43 p.m.
