Meeting Minutes for December 6, 2004

OFFICIAL COUNCIL PROCEEDINGS
DECEMBER 6, 2004


A regular meeting of the City Council of the City of Harbor Beach was held on Monday,
December 6, 2004 at City Hall. The meeting was called to order at 7:00 p.m. by Mayor Ramsey.

Present: Ahrens, Goniewicha, Schelke, Semp and Mayor Ramsey
Finance Officer Youatt

Absent: Engineer Bergdolt (with notice)

There were no corrections or additions to the agenda.

It was moved by Schelke, seconded by Semp to approve the minutes of the November 15, 2004
Council meeting and the November 22, 2004 Recreation Commission meeting as presented.
Motion carried. 5 yeas.

Bills for the month of November 2004 in the amount of $ 237,141.42 were presented to Council.
Also, two MDOT M25 project bills for $ 11,692.73 and for $ 2,434.25 and a bill from Wade-Trim for Streetscape Electrical engineering for $ 630.00 were presented to Council. It was moved by Ahrens, seconded by Schelke to approve payment of the bills as presented. Motion carried. 5 yeas.

Citizen Comment: Al Kleinknecht informed Council about a new American Legion project called “Family Ties” in which donations for the Christmas season are being accepted to distribute to Harbor Beach area troops serving overseas.

OLD BUSINESS: Change Order # 3 for the Wastewater Treatment Plant Improvement project being completed by John E Green Company was presented to Council. The Change Order would
provide support steel for the Grit Clarifier at an additional cost of $ 4,143.00, bringing the total project cost to $ 245,321.00. It was moved by Semp, seconded by Ahrens to approve Change Order # 3 as presented. Motion carried. 5 yeas.

Change Order # 2 for the Streetscape Electrical project being completed by J. Ranck Electric was presented to Council. The Change Order would increase quantities for conduit and wire assembly at an additional cost of $ 3,840.00, bringing the total project cost to $ 40,323.00. It was moved by Schelke, seconded by Semp to approve Change Order # 2 as presented. Motion carried.

Pay Certificate # 5 to John E. Green Company in the amount of $ 44,574.25 for work on the
Wastewater Treatment Plant improvement project was presented to Council. It was moved by
Ahrens, seconded by Goniewicha to approve Pay Certificate # 5 as presented. Motion carried.

OLD BUSINESS (continued): Pay Certificate # 3 (final) to J. Ranck Electric in the amount of
$ 19,804.15 for work on the Streetscape Electrical project was presented to Council. It was moved by Schelke, seconded by Ahrens to approve Pay Certificate # 3 as presented. Motion carried. 5 yeas.

NEW BUSINESS: Finance Officer Youatt presented a request received from Richfield Equities, the City’s Residential waste disposal company, regarding a proposed temporary $ .18 (eighteen
cents) per household per month increase in the trash pickup rate. The proposed temporary increase is due to major increases in price of fuel. Youatt stated that such a request is allowed under the City’s contract with Richfield, and suggested that such an increase be approved for no longer than a 6 month period, at which time the issue would be reviewed. It was moved by Semp, seconded by Goniewicha to approve a temporary increase, not to exceed 6 months, in the residential trash pickup rate of $ .18 per month per household. Motion carried. 5 yeas.

Engineer Report: Soil borings for the Sanitary Sewer Retention Basin project have been completed and a preliminary meeting will be scheduled in the next few weeks with DEQ regarding the proposed project.

Finance Officer Report: The Lighthouse application to the National Park Service has been submitted. Financial information required by the State Treasury Department in relation to the
2003-04 Fiscal Year Audit is being completed. The annual Audit will be presented at the next Council meeting.

Council Reports: The annual Christmas Parade was great. The City DPW crew did a good job in decorating the streets downtown.

There being no further business, the meeting was adjourned at 7:19 p.m.
