Meeting Minutes for February 22, 2005
OFFICIAL COUNCIL PROCEEDINGS
FEBRUARY 22, 2005
A regular meeting of the City Council of the City of Harbor Beach was
held on Tuesday,
February 22, 2005 at City Hall. The meeting was called to order at 2:30
p.m. by Mayor Swartz.
Present: Kleinknecht, Schelke, Semp, Wood and Mayor Swartz
Finance Officer Youatt
Absent: None
There were no corrections or additions to the agenda.
It was moved by Semp, seconded by Kleinknecht to approve the minutes
of the February 7, 2005
Council meeting as submitted. Motion carried. 5 yeas.
It was moved by Wood, seconded by Schelke to approve the minutes of the
February 17, 2005 Planning Commission meeting as submitted. Motion carried.
5 yeas.
It was moved by Schelke, seconded by Semp to approve payment of a bill
to MDOT in the amount of $ 1,529.37 for the M25 project. Motion carried.
5 yeas.
Citizen Comment: Barb Lemanski, State Street, asked why she needed a
mail box by the street as her neighbors have mail boxes on their houses.
Youatt will check with the Postal Service.
Also inquired about DPW maintenance of streets in the winter. Youatt stated
salt will work under certain weather conditions and that people need to
drive with caution.
OLD BUSINESS: Warren Ramsey, Director, Eastern Huron Ambulance Service,
was present and updated Council. The Ambulance Service Board has hired
an architect to start plans for a new Ambulance Service building, to be
constructed on property they purchased located at State Street and Nelson
Street. This is the reason for the increase in rate from $ 1.00 per person
to
$ 3.00 per person. Director Ramsey reviewed current statistics with Council.
It was moved by Wood, seconded by Semp to approve the 2005 appropriation
to the Eastern Huron Ambulance Service in the amount of $ 3.00 per person,
based on the most recent U.S. Census. (1,837 times $ 3.00 or $ 5,511.00).
Motion carried. 5 yeas.
NEW BUSINESS: Youatt presented a proposal from Wade-Trim to provide smoke
testing of the main sewer interceptor from Pack Street south to the pump
station at Bathing Beach Park parking lot. The cost for the smoke testing
is not to exceed $ 3,200.00. It was moved by Schelke, seconded by Semp
to approve the proposal as submitted. Motion carried. 5 yeas.
Engineer Report: Youatt reported that Wade-Trim continues to work on
preliminary engineering plans for the Sanitary Sewer Retention Basin project.
The deadline for submitting these plans to DEQ is March 31st.

Finance Officer Report: The Red Cross and Harbor Beach Community Schools
will hold a disaster drill at the High School on Saturday, February 26th.
The drill will simulate a power outage in the area, resulting in providing
shelter and food for 1,000 people. Work will begin on a grant application
with Coastal Management Division of the DEQ for the Waterfront Development
Plan. We need to set a date for a visit from officials from our Sister
City, Kindardine, Ontario,
Canada. Talked with DEQ officials regarding the dredge disposal site.
Council Reports: Mayor Swartz stated that the cracked sidewalk downtown
will be replaced this Spring at no cost to the City.
There being no further business, the meeting was adjourned at 3:10 p.m.
