Meeting Minutes for February 4, 2008

A regular meeting of the City Council of the City of Harbor Beach was held on Monday, February 4, 2008 at City Hall. The meeting was called to order at 7:00 p.m. by Mayor Swartz.

Absent: None

It was moved by Burkhard, seconded by Kleinknecht to approve the agenda as amended with the addition of a proposal from Hammertime Promotions to run the jet ski competition for the 2008 Maritime Festival. Motion carried. 5 yeas.

It was moved by Wood, seconded by Burkhard to approve minutes of the January 22, 2008 Council meeting, as amended, with the addition of Citizen Thoughts and Feelings # 56 from Bill Winn and # 57 from Jack Kriete under Citizen Comment. Motion carried. 5 yeas.

It was moved by Burkhard, seconded by Goniewicha to approve minutes of the January 28, 2008 Street Committee meeting and the January 28, 2008 Water Committee meeting as presented. Motion carried. 5 yeas.

It was moved by Goniewicha, seconded by Kleinknecht to approve minutes of the January 29, 2008 Negotiating Committee meeting as presented. Motion carried. 5 yeas.

Bills for January 2008 in the amount of $ 181,197.29 were presented to Council. It was moved by Wood, seconded by Burkhard to approve payment of the bills as presented. Motion carried. 5 yeas.

A bill from Wade-Trim in the amount of $ 28,146.00 for Water Plant Operation and Maintenance for January 2008 was presented to Council. It was moved by Burkhard, seconded by Wood to approve payment of the bill as presented. Motion carried. 5 yeas.

Ryan McGill, Site Leader, Dow AgroSciences, gave a power point presentation to Council and citizens regarding recent activity of the company. Currently, there are 75 Dow AgroScience employees and 35 contract employees working at the site. A new generation product is being manufactured, which is “Spinetoram,” and sales projections are good. Mr. McGill answered questions from the audience regarding the company.

Warren Ramsey, Director, Eastern Huron Ambulance Service, gave a presentation about the Ambulance Service. There are currently 28 volunteer staff on the service and 494 runs were made last year, which is up 35 runs from the previous year. The appropriation has been kept the same for a number of years and the new building at State Street and Nelson Street was built without a tax increase. Mr. Ramsey answered questions from the audience regarding the ambulance service.

Citizen Comment: Jennifer Hornbostel thanked all for helping with the Winter Festival.

OLD BUSINESS: It was moved by Wood, seconded by Kleinknecht to remove from the table from the previous Council meeting the proposals for fire alarm systems for City Hall, the Wastewater Treatment Plant and the Water Plant. Motion carried. 5 yeas.

Council reviewed two bids received for purchase and installation of fire alarm systems. Bids received were from Thumb Alarm Systems for $ 5,680 and from Shaw Fire Detection Services for $ 29,610. Safety Officer Lermont stated that although no grants were found for this project,
our insurance rates should go down. It was moved by Wood, seconded by Kleinknecht to approve the bid from Thumb Alarm Systems as presented. Motion carried. 5 yeas.

NEW BUSINESS: Council reviewed a proposal from Landmark Appraisals to continue to provide Assessing Services for the City from April 15, 2008 to April 15, 2009 at a cost of $ 17,400. Mayor Swartz stated he knew someone who would like to bid on the service and he would like to see the issue tabled until the next meeting. Youatt stated Mr. Thompson has done an outstanding job for the City for at least 12 years and the cost he is proposing is the same as the last few years. Following discussion, it was moved by Goniewicha, seconded by Kleinknecht to advertise for bids for assessing services with bids to be received within the next month. Motion carried. 4 yeas. 1 nay (Wood).

Mayor Pro-Tem Kleinknecht reviewed the proposal from Hammertime Promotions to stage the jet ski competition for this years Maritime Festival. He noted that the cost is $ 10,000 and the event would be a national race It was moved by Wood, seconded by Burkhard to approve the proposal as submitted. Motion carried. 5 yeas.

Engineer Report: Council reviewed the Engineer Report provided by Wade-Trim dated February 4, 2008.

Finance Officer Report: Reported on the annual Michigan Local Government Managers Association winter conference held last week. Contract negotiations continue with the Police Union. The City has reached a tentative agreement with the AFSCME Union. Will attend a meeting Wednesday sponsored by the DEQ regarding Brownfield issues.

Council Reports: Mayor Swartz thanked all for helping with the Winter Festival and stated he was pleased with the turnout.

There being no further business, the meeting was adjourned at 8:40 p.m.
