The government of the City of Harbor Beach is organized under the City Charter of 1965. The City operates under a Mayor/Council form of government. The City Council consists of the Mayor, who is elected every two years, and four Council members, who are elected for four-year terms. The City Council is responsible for establishing policies regarding the operation of the City.

The City Council meets on the 1st Monday of each month at 7:00 p.m. and also meets on the 3rd Monday of each month at 7:00 p.m. All meetings are held at City Hall, 766 State Street, Harbor Beach, Michigan 48441. The meeting schedule is posted at City Hall, where any changes in the meeting schedule are also posted. The meeting agenda is also posted at City Hall on the Friday before the schedule meeting. The public is encouraged to attend and all citizens attending the meeting will be given an opportunity to address Council of any concerns they may have.

The City Council appoints a Finance Officer, who is responsible to City Council of the administration and operation of the City. The Finance Officer carries out policies established by the City Council. The Finance Officer also supervises the City Departments which are responsible for various functions of City operations.
