Meeting Minutes for January 7, 2008
OFFICIAL COUNCIL PROCEEDINGS
JANUARY 7, 2008
A regular meeting of the City Council of the City of Harbor Beach was
held on Monday, January 7, 2008 at City Hall. The meeting was called to
order at 7:00 p.m. by Mayor Swartz.
Present: Burkhard, Goniewicha, Kleinknecht, Wood and Mayor Swartz

Absent: None
It was moved by Burkhard, seconded by Kleinknecht to approve the agenda
as presented. Motion carried. 5 yeas.
It was moved by Burkhard, seconded by Wood to approve the minutes of
the December 17, 2007 Council meeting as presented. Motion carried. 5
yeas.
It was moved by Goniewicha, seconded by Kleinknecht to approve minutes
of the January 3, 2008 Negotiating Committee meeting as presented. Motion
carried. 5 yeas.
Bills for December 2007 in the amount of $ 189,836.16 were presented
to Council. It was moved by Burkhard, seconded by Wood to approve payment
of the bills as presented. Motion carried. 5 yeas.
Bond payments in the amount of $ 362.50 were presented to Council. It
was moved by Goniewicha, seconded by Kleinknecht to approve payment of
the bills as presented. Motion carried. 5 yeas.
Citizen Comment: Jack Kriete inquired why the Marina van was left outside
the Marina Office during the winter and also inquired why the bubblers
were not on by the docks. Recreation Director Wruble replied Citizen Comment
(continued): that he believes there is not sufficient storage space to
house the van this year and that with installation of the cement sediment
barriers and the high cost of electricity to run the bubblers, that we
should have only minimal damage to the docks if they freeze in.
Kathleen Holdwick read a statement regarding the reasons behind her position
for supporting having the Mayor run the City.
Mike Delpiere thanked Council for their public service and encourage
Council to vote and consider the City as a whole.
Mayor Swartz stated from tonight’s meeting on, letters will not
be read out loud to avoid confusion about what was read. Copies of letters
received will be available for the public at Council meetings. The Mayor
will continue to read the “Citizens Thoughts and Feelings”
forms at Council meetings. These forms are available at City Hall.
Councilmember Wood asked if at the end of Citizen Comments there would
be any further dialogue between Council and the audience. Mayor Swartz
stated that there would be no further citizen comments during the meeting.
OLD BUSINESS: It was moved by Kleinknecht, seconded by Wood to remove
from the table of the previous Council meeting the issue of the 2008 Eastern
Huron Ambulance subsidy. Motion carried. 5 yeas.
Council discussed the 2008 Eastern Huron Ambulance subsidy. The subsidy
is based on current City population. The 2000 census indicated 1,837 citizens
of Harbor Beach. The 2006 census projection indicates 1,689 citizens.
It was moved by Kleinknecht, seconded by Goniewicha to approve the 2008
Eastern Huron Ambulance subsidy at $ 3.00 per person based on a City population
of 1,689 citizens, unless this population is found to be inaccurate. Motion
carried. 5 yeas.
NEW BUSINESS: It was moved by Wood, seconded by Goniewicha to select
Al Kleinknecht as Mayor Pro-Tem for 2008. Motion carried. 5 yeas.
Mayor Swartz presented his list of board, commission and committee appointments
for 2008. The appointments were as follows:

It was moved by Goniewicha, seconded by Burkhard to approve the appointments
as presented. Motion carried. 5 yeas.
Resolution # 2008-01, “2008 City Council Meeting Schedule,”
was presented to Council. It was moved by Wood, seconded by Burkhard to
adopt Resolution # 2008-01 as presented. Motion carried. 5 yeas.
Engineer Report: Youatt reviewed the Engineer Report dated January 7,
2008 and reminded Council of the next construction meeting to be held
on January 29, 2008 at 4:00 p.m.
Finance Officer Report: An ordinance to amend the Recreation Commission
ordinance to allow the Mayor and Finance Officer to become voting members
will be presented at the next meeting. The deeds with Bob and Diana Pawlowski
have been executed and will be recorded. A meeting held on December 27th
with MEDC officials regarding potential development of a commercial shipping
port and establishment of an international trade zone was successful.
Kincardine officials have invited City officials over for a visit on July
4th weekend. Council was asked to check their schedules to allow Youatt
to respond to the invitation. A response letter will be presented to DEQ
officials regarding Wastewater Treatment Plant issues, including basis
of design, local limits and the overall Industrial Pretreatment Program.
A good meeting was held with employees regarding a potential new health
insurance program through MEBS.
Council Reports: The concert for Family Ties is set for Sunday, January
13th at 2:00 p.m. at the Community House Theatre. There will be a meet
and greet following at Chippers Restaurant. Dow AgroScience will have
a tour of their facility for Councilmembers on Monday, January 14th at
2:00 p.m.
There being no further business, the meeting was adjourned at 7:44 p.m.
