Meeting Minutes for July 6, 2004

OFFICIAL COUNCIL PROCEEDINGS
JULY 6, 2004


A regular meeting of the City Council of the City of Harbor Beach was held on Tuesday,
July 6, 2004 at City Hall. The meeting was called to order at 7:00 p.m. by Mayor Ramsey.

Present: Ahrens, Goniewicha, Schleke, Semp and Mayor Ramsey
Finance Officer Youatt and Engineer Bergdolt

Absent: None

Corrections/Additions to Agenda: Resolution # 2004-16, “Tribute to Firefighters Holdwick and Lermont,” was added to the agenda under New Business and Change Order # 1 for the Wastewater Treatment Plant improvement project was added under Old Business.

It was moved by Semp, seconded by Schelke to approve the minutes of the June 28, 2004 Council meeting, June 28, 2004 Recreation Commission meeting, June 21, 2004 Negotiating Committee meeting and the June 28, 2004 Negotiating Committee meeting as presented. Motion carried. 5 yeas.

Final bills for June 2004 in the amount of $ 177,785.78 were presented to Council. Also, an MDOT progress payment for the M-25 project for $ 17,703.79 and Pay Certificate # 1 for J.
Ranck Electric for the Streetscape Project for $ 3,420.00 were presented to Council. It was moved by Ahrens, seconded by Goniewicha to approve payment of the bills as presented.
Motion carried. 5 yeas.

Citizen Comment: None

OLD BUSINESS: Change Order # 1 for the Wastewater Treatment Plant project in the amount of $ 7,233.00 to revise the decant piping, was presented to Council. It was moved by Goniewicha, seconded by Ahrens to approve Change Order # 1 as presented. Motion carried.

NEW BUSINESS: A proposal to purchase new computer equipment for the Administration offices from MicroTech at a cost of $ 8,653.10 was presented to Council. The new equipment is needed to replace the old equipment, which will not run the new version of Fund Balance financial reporting programs. There is $ 15,000 budgeted for this equipment purchase. It was moved by Schelke, seconded by Semp to approve the proposal as presented. Motion carried.

A proposal to purchase 50 banners for the new streetlights downtown was presented to Council.
Display Sales would reproduce artist Bobbie Ramsey’s 2004 Maritime Festival poster of the Harbor Beach Lighthouse at a cost of $ 3,403.00. It was moved by Schelke, seconded by
Semp to approve the purchase of the banners as presented. Motion carried. 5 yeas.

NEW BUSINESS (continued): Resolution # 2004-16, “Tribute to Firefighters Holdwick and
Lermont,” was presented to Council. The Resolution recognizes the selection of Harbor Beach Area Fire Department Firefighters Keith Holdwick and Jason Lermont as the Michigan Firemens
Association Firefighter of the Year award. It was moved by Semp, seconded by Ahrens to adopt
Resolution # 2004-16 as presented. Motion carried. 5 yeas.

Engineer Report: Updated Council on electrical work being completed by J. Ranck Electric on the electrical to the tree grates as part of the Downtown Streetscape project.

Finance Officers Report: Work continues on the M-25 project as concrete work moves along.
Locations for the permanent street signs by MDOT have been adjusted in conjunction with the streetlights and the tree locations. The Negotiating Committee continues progress on new employment agreements. Plans for the 2004 Maritime Festival are being finalized.

Council Reports: Inquired about status of the Harbor Beach Lighthouse. Youatt stated he sent a letter to General Services Administration requesting City ownership of the Lighthouse. The
City should receive notification by Labor Day. Upon selection, the City will need to apply for bottomlands from the DEQ, Land and Water Management Division. Inquired about status of the old Coast Guard Station. Youatt stated a pre-demolition meeting is scheduled for July 12th.
Councilmember Ahrens stated that the Marina staff are not docking boats. Youatt will inform
Recreation Director Wruble to remind staff to dock boats as part of their regular duties.

There being no further business, the meeting was adjourned at 7:21 p.m.
