Meeting Minutes for July 18, 2005
OFFICIAL COUNCIL PROCEEDINGS
JULY 18, 2005
A regular meeting of the City Council of the City of Harbor Beach was
held on Monday,
July 18, 2005 at City Hall. The meeting was called to order at 2:30 p.m.
by Mayor Swartz.
Present: Kleinknecht, Schelke, Semp, Wood and Mayor Swartz
Finance Officer Youatt and Engineer Bergdolt
Absent: None
There were no corrections or additions to the agenda.
It was moved by Semp, seconded by Schelke to approve the minutes of the
July 5, 2005 Council meeting as presented. Motion carried. 5 yeas.
Citizen Comment: Ed Ramsey stated the Maritime Festival was a great event
again this year.
OLD BUSINESS: Council reviewed bids received for the 2005 Sanitary Sewer
Rehabilitation project. Bids received were from Insituform Technologies
for $ 211,803 and from Utility Services Authority, LLC for $ 314,518.
The estimate from Wade-Trim was for $ 295,000. It was moved by Schelke,
seconded by Wood to accept the bid from Insituform Technologies for
$ 211,803 as submitted. Motion carried. 5 yeas.
Council discussed the five (5) dangerous buildings which were reviewed
by Council and which testimony was received at the July 5, 2005 Council
meeting. Four of the buildings received exterior building inspections
and one received both exterior and interior inspections. Youatt stated
that it is important to have interior inspections done on all buildings
in order for Council to have sufficient information to adequately address
the issue. Youatt recommended that Council contact City Attorney John
Ferris to go to court to obtain a court order for interior inspections
on the four dangerous buildings. It was moved by Schelke, seconded by
Wood to request City Attorney John Ferris to ask the court for a court
order for interior inspections of buildings located at 141/143 South Huron
Avenue, 704/706 South Huron Avenue, 403 Lytle Avenue and 419
North Huron Avenue. Motion carried. 5 yeas.
NEW BUSINESS: Resolution # 2005-20, “Election Equipment Grant Application,”
was presented to Council. The Resolution would authorize the City Clerk
to apply for a State Grant to purchase new election voting equipment under
the Help America Vote Act (HAVA) from the State Bureau of Elections, Secretary
of State. It was moved by Semp, seconded by Kleinknecht to adopt Resolution
# 2005-20 as presented. Motion carried. 5 yeas.

Engineer Report: With execution of notice of award, Wade-Trim will have
Insituform Technologies execute the appropriate documents for the Sanitary
Sewer Rehabilitation project.
The company will begin the work on sewer main relining after the Labor
Day weekend. The project is expected to take approximately 3 to 4 weeks
to complete. Final design plans and specifications have been submitted
to the DEQ for the Sanitary Sewer Overflow Retention Basin project. A
review letter from DEQ dated June 21, 2005 with five minor items to be
addressed was received.
Finance Officer Report: The Maritime Festival was successful this year
despite the rain. Al Kleinknecht and Ron Wruble did a great job in organizing
the festival as in past years. A meeting will be held soon to review the
festival and to look at areas for improvement. Looking into part-time
help at the water plant due to increased water production. A request to
DEQ will be made regarding management of the dredge disposal site to seek
approval for the work completed to date, which includes pumping out the
standing water, growing vegetation to cover the site and installation
of gates restricting access to the site. We also received a letter from
DEQ regarding need for improvement in the City’s Industrial Pre-treatment
Program (IPP). The Sewer Committee will be reviewing the issue. We received
a letter of thanks from the Kincardine officials for their recent visit.
Registration for the annual MML convention is coming up.
Council Reports: Councilmember Kleinknecht stated that although the number
of riders in the
professional jet ski competition were down this year to about 80 from
148 last year, the number of racers in the Invitational were up from about
60 last year to 108 this year. The web-cast was a great success this year.
Councilmember Semp reminded the public of the July 26th meeting regarding
the proposal from the Coast Guard to solarize the light at the lighthouse.
Mayor Swartz stated that there were about 55 campers from the Knights
of Columbus at North Park this past weekend.
There being no further business, the meeting was adjourned at 3:15 p.m.
