Meeting Minutes for July 2, 2007
OFFICIAL COUNCIL PROCEEDINGS
JULY 2, 2007
A regular meeting of the City Council of the City of Harbor Beach was
held on Monday, July 2, 2007 at City Hall. The meeting was called to order
at 7:00 p.m. by Mayor Swartz.
Present: Burkhard, Goniewicha, Kleinknecht and Mayor Swartz
Finance Officer Youatt
Absent: Wood (with notice)
Corrections/Additions to Agenda: It was moved by Kleinknecht, seconded
by Burkhard to approve the agenda with the addition of Resolution # 2007-23,
“Authorization to Amend 2006-07 Fiscal Year Budget.” Motion
carried. 4 yeas.
It was moved by Burkhard, seconded by Goniewicha to approve the minutes
of the June 18, 2007 Council meeting as presented. Motion carried. 4 yeas.
It was moved by Kleinknecht, seconded by Goniewicha to approve the minutes
of the June 19, 2007 Negotiating Committee as presented. Motion carried.
4 yeas.
Bills for June 2007 in the amount of $ 219,225.18 were presented to Council.
It was moved by Goniewicha, seconded by Kleinknecht to approve payment
of the bills as presented. Motion carried. 4 yeas.
Citizen Comment: Wendal Koehn asked Finance Officer Youatt whether the
current City Council was progressive. Councilmember Kleinknecht replied
that the issue was over six months old and is no longer relevant.
Barb Lemanski stated she does not want three trees planted in front of
her house between the sidewalk and curb. Also inquired how many people
lost their jobs as a result of hiring Wade-Trim to manage and operate
the water plant. Youatt replied none as two employees retired and the
remaining employee was moving to the DPW to replace an employee who will
be retiring the end of August. Also asked about the signs in front of
her house. Youatt stated that MDOT put them there in anticipation of a
resurfacing project to begin around July 16th.
Bill Duerr asked questions regarding the MDOT paving project, which Youatt
answered.
John Fitzgibbon thanked the City for cutting grass where needed. Also
discussed the fee for garage sale permits and inquired if they would be
waived for the soon to be held Thumb garage sale weekend. Mayor Swartz
stated there has been no request received from the Chamber of Commerce
to waive the fee for this event.
Marcelino Mareno stated he saw City employees cutting grass and cutting
cement without safety glasses . Youatt stated this will be brought to
the attention of the appropriate Department Heads and also to J.P. Lermont,
Safety Officer.
OLD BUSINESS: Resolution # 2007-21, “Tribute to Water Plant Superintendent
Aaron Miller,” was presented to Council. The Resolution pays tribute
to retired Water Plant Superintendent Aaron Miller after over 25 years
of service to the City. It was moved by Goniewicha, seconded by Kleinknecht
to adopt Resolution # 2007-21 as presented. Motion carried. 4 yeas.
Resolution # 2007-22, “Tribute to Water Plant Operator Ron Badgley,”
was presented to Council. The Resolution pays tribute to retired Water
Plant Operator Ron Badgley after over 21 years of service to the City.
It was moved by Goniewicha, seconded by Kleinknecht to adopt
Resolution # 2007-22 as presented. Motion carried. 4 yeas.
NEW BUSINESS: Resolution # 2007-23, “Authorization to Amend 2006-07
Fiscal Year Budget,” was presented to Council. The Resolution would
authorize the Finance Officer to amend the 2006-07 fiscal year budget
for the City. It was moved by Kleinknecht, seconded by Goniewicha to adopt
Resolution # 2007-23 as presented. Motion carried. 4 yeas.
Tim Kerry, Stoneybrook Subdivision, informed Council that streetlights
were out in the subdivision and questioned whether the City or developer
is responsible for maintenance of the streetlights. Youatt stated he would
check the development agreement documents and report back.
Engineer Report: Youatt reviewed the Engineer Report dated July 2, 2007
regarding progress on information for the Sewer Retention Basin project,
including shop drawings and insurance documents. The project is expected
to begin July 16th.
Finance Officer Report: Discussed upcoming MDOT paving project for M142
from Third Street west to City limits. Work continues on updating the
industrial user permits for Sensient and Dow AgroSciences. Wished everyone
a safe 4th of July.
Council Reports: Councilmember Kleinknecht stated the American Legion
will hold a flag burning for old and tattered flags on Wednesday night.
Mayor Swartz reported attending a celebration at the Harbor Beach Resort
on June 27th in recognition of the construction of the new dining and
staff quarter facilities.
There being no further business, the meeting was adjourned at 7:40 p.m.
