Meeting Minutes for June 21, 2004
OFFICIAL COUNCIL PROCEEDINGS
JUNE 21, 2004
A regular meeting of the City Council of the City of Harbor Beach was
held on Monday,
June 21, 2004 at City Hall. The meeting was called to order at 1:30 p.m.
by Mayor Ramsey.
Present: Ahrens, Goniewicha, Schelke, Semp and Mayor Ramsey
Finance Officer Youatt and Engineer Bergdolt
Absent: None
A bill from ACI Finance for financial consulting services for the 2004
Capital Improvement Bonds in the amount of $ 7,650.00 was added to the
agenda under Approval of Bills.
It was moved by Scheke, seconded by Ahrens to approve the minutes of
the June 7, 2004 Council meeting and the June 14, 2004 Negotiating Committee
meeting as presented. Motion carried.

Bills for the month of June 2004 (to date) in the amount of $ 54,817.82
were presented to Council. Also, MDOT progress billings for the M-25 project
in the amounts of $ 11,425.70 and
$ 45,964.08 and an MDOT Traffic Signal Maintenance bill for $ 122.83 were
presented to Council. A bill from ACI Finance for $ 7,650.00 was also
presented to Council. It was moved by Semp, seconded by Schelke to approve
payment of the bills as presented. Motion carried. 5 yeas.
Citizen Comment: Buzz Hoerr, President, Harbor Beach Lighthouse Society,
discussed with Council the proposed transfer of ownership of the Harbor
Beach Lighthouse to the City. Mr.
Hoerr stated the Socity’s support for City ownership. Mr. Tim Rutkowski,
Chief Assistant Prosecutor for Tuscola County informed Council that he
is running for the Huron County Prosecutor position.
OLD BUSINESS: Resolution # 2004-14, “Lighthouse Ownership Application,”
was presented to Council. The Resolution would authorize the Finance Officer
to send a letter of application to the General Services Administration
for ownership of the Harbor Beach Lighthouse. It was moved by Ahrens,
seconded by Semp to adopt Resolution # 2004-14 as presented. Motion carried.

NEW BUSINESS: None
Engineer Report: A meeting with MDOT and City officials was held on June
11th to review curb and gutter elevations. Based upon the review, the
curb and gutter adjacent to the Corner Store will be removed and replaced
to meet existing grade on M-142. Also, additional grading permits are
required from property owners in other areas of the project to provide
for a 1 on 5 slope. Due to these unexpected issues, the north phase of
M-25 will be reevaluated.

Finance Officer Report: Bond documents for the 2004 Capital Improvement
bonds have been
completed and submitted in order to complete closing on Wednesday, June
23rd. Notification from the Environmental Protection Agency has been received
regarding rejection of the
$ 200,000 site assessment grant application for the Brownfield Redevelopment
site. Employment contract negotiations continue with Department Heads
and non-Union personnel.
Maritime Festival plans are being finalized. The M-25 project remains
on schedule with sidewalk construction starting this week.
