Meeting Minutes for June 6, 2005
OFFICIAL COUNCIL PROCEEDINGS
JUNE 6, 2005
A regular meeting of the City Council of the City of Harbor Beach was
held on Monday,
June 6, 2005 at City Hall. The meeting was called to order at 7:00 p.m.
by Mayor Swartz.
Present: Kleinknecht, Schelke, Semp, Wood and Mayor Swartz
Finance Officer Youatt
Absent: Engineer Bergdolt (with notice)
There were no corrections or additions to the agenda.
It was moved by Wood, seconded by Kleinknecht to approve the minutes
of the May 16, 2005 Council meeting as presented. Motion carried. 5 yeas.
Bills for May 2005 in the amount of $ 262,500.01 were presented to Council.
It was moved by Schelke, seconded by Semp to approve payment of the bills
as presented. Motion carried.

A bill from MDOT for the M25 construction project in the amount of $
9,308.41 (Final) was presented to Council. It was moved by Semp, seconded
by Schelke to approve payment of the
bill as presented. Motion carried. 5 yeas.
Bills from Wade-Trim for smoke testing for $ 3,200 and for assistance
with the Dow AgroScience Wastewater billing formula for $ 739.05 were
presented to Council. It was moved by Wood, seconded by Kleinknecht to
approve payment of the bills as presented. Motion carried. 5 yeas.
Citizen Comment: John Fitzgibbon, 665 Bartlett Street, questioned Council
regarding a high utility bill regarding a service line break. Mr. Fitzgibbon
objected to paying the Sewer portion of the bill as the sewer was not
used, due to the water draining into the ground. Youatt stated the Water
Committee will be meeting to discuss this. Also questioned why there was
a recent building inspection conducted at 419 North Huron Avenue. Youatt
stated that the City periodically reviews housing conditions in the City
and that the Finance Officer, Zoning Administrator and Police Chief all
help to identify those building that should be inspected.
Mr. Fitzgibbon also inquired about the status of the sanitary sewer main
re-lining project on north M25. Youatt reported bids will be out soon
and the work will start right after Labor Day Weekend.

Mayor Swartz opened a public hearing at 7:25 p.m. regarding the proposed
2005 millage rate and the proposed 2005-06 fiscal year budget. Youatt
reviewed the proposed millage rate for 2005, which is a total of 19.51
mills of which 14.91 is for operation, 1.64 mills for the capital improvement
project and 2.96 mills for the public improvement project. Youatt also
reviewed the proposed 2005-05 fiscal year budget for the City. The total
budget is set for $ 3,668.000
(excluding depreciation), which is up from the current budget of $ 3,467,000.
Youatt explained that the 2005-06 budget is basically a maintenance budget
with little funding for new capital purchases. A citizen questioned the
reason for the increase in millage and Youatt stated that the public improvement
bond debt service schedule varies and requires different millage to pay
for the specific debt for that year. Mayor Swartz asked for further public
comment, and, hearing none, closed the public hearing at 7:35 p.m.
OLD BUSINESS: None
NEW BUSINESS: Resolution # 2005-14, approving the 2005 millage rate for
a total of 19.51 mills, was presented to Council. It was moved by Schelke,
seconded by Semp to adopt Resolution # 2005-15 as presented. Motion carried.

Resolution # 2005-16, approving the 2005-06 fiscal year budget for the
City, was presented to
Council. It was moved by Semp, seconded by Schelke to adopt Resolution
# 2005-16 as presented. Motion carried. 5 yeas.
Resolution # 2005-17, approving a change in days and hours of operation
for the 2005 Farmers Market, was presented to Council. The Resolution
would add Fridays to the days allowed and change the times to 9:00 a.m.
to 6:00 p.m. It was moved by Wood, seconded by Kleinknecht to adopt Resolution
# 2005-17 as presented. Motion carried. 5 yeas.
Engineer Report: Youatt reviewed the report provided to Council. Final
plans and specifications were sent to DEQ for the sanitary sewer retention
basin project by the May 31st deadline. Plans and specifications have
also been completed for the sanitary sewer rehabilitation project. Bid
advertising to begin soon with bids due following the July 4th holiday.
Bids will be reviewed and recommendation for award will be presented to
Council at the July 18th meeting.
Finance Officer Report: The Region 5 meeting of the MML was well attended.
Building inspections were completed and a report will be provided to the
City. An agenda for the visit from our Sister City officials from Kincardine
has been provided to Council. Meetings of the Water Committee and Police
Committee will need to be scheduled in the next 2 weeks. Great response
from groups interested in the restoration of power to the Lighthouse.

Council Reports: 63 people attended the MML Region 5 meeting on May 18th.
A thank you letter was received from the Harbor Beach FFA program.
There being no further business, the meeting was adjourned at 8:05 p.m.
