Meeting Minutes for June 11, 2007

JUNE 11, 2007

A special meeting of the City Council of the City of Harbor Beach was held on Monday, June 11, 2007 at City Hall. The meeting was called to order at 5:00 p.m. by Mayor Swartz.

Present: Burkhard, Goniewicha, Kleinknecht, Wood and Mayor Swartz
Finance Officer Youatt

Absent: None

It was moved by Wood, seconded by Burkhard to accept the agenda as presented. Motion carried. 5 yeas.

Citizen Comment: None

OLD BUSINESS: Resolution # 2007-20, “Agreement for Operations, Maintenance and Management Services - Water Treatment Plant - Wade-Trim,” was presented to Council. The Resolution would approve a 3 year contract with Wade-Trim to provide management services for the City’s Water Treatment Plant. Youatt explained this proposed agreement is a result of not receiving any applications for the Water Plant Superintendent position with the DEQ required F-2 license. With Superintendent Aaron Miller’s retirement, the City needs to meet the above DEQ requirement. It was also noted the City would realize a savings of over $ 9,000 with the Wade-Trim agreement.

It was moved by Wood, seconded by Burkhard to adopt Resolution # 2007-20 as presented. Discussion followed regarding the situation of Water Plant Operator Lloyd Kramer. Youatt stated anticipation of a vacancy soon in an AFSCME Union position, which Lloyd could fill, insuring compliance with the AFSCME contract which allows the City to sub-contract work, so long as no employees were laid off.

Following further discussion, it was moved by Wood, seconded by Kleinknecht to adopt Resolution # 2007-20, contingent upon an AFSCME Union position being available for Water Operator Kramer to fill, prior to executing the agreement with Wade-Trim.

The question on the original motion to adopt Resolution # 2007-20, as presented. Motion failed. 5 nays.
The question on the second motion to adopt Resolution # 2007-20, as amended, with the contingency for an AFSCME Union position being available for Water Operator Kramer to fill, prior to executing the agreement with Wade-Trim. Motion carried. 4 yeas. 1 nay (Goniewicha).

There being no further business, the meeting was adjourned at 5:45 p.m.
