Meeting Minutes for June 18, 2007
OFFICIAL COUNCIL PROCEEDINGS
JUNE 18, 2007
A regular meeting of the City Council of the City of Harbor Beach was
held on Monday, June 18, 2007 at City Hall. The meeting was called to
order at 7:00 p.m. by Mayor Swartz.
Present: Burkhard, Goniewicha, Kleinknecht, Wood and Mayor Swartz
Finance Officer Youatt
Absent: None
It was moved by Kleinknecht, seconded by Burkhard to approve the agenda
as presented. Motion carried. 5 yeas.
It was moved by Goniewicha, seconded by Kleinknecht to approve the minutes
of the June 4, 2007 Council meeting as presented. Motion carried. 5 yeas.
It was moved by Burkhard, seconded by Wood to approve the minutes of
the June 11, 2007 special Council meeting as presented. Motion carried.
5 yeas.
It was moved by Wood, seconded by Kleinknecht to approve the minutes
of the June 12, 2007 Negotiating Committee meeting as presented. Motion
carried. 5 yeas.
Bills for June 2007 to date in the amount of $ 95,278.79 were presented
to Council. It was moved by Wood, seconded by Kleinknect to approve payment
of the bills as presented. Motion carried. 5 yeas.
A bill from Wade-Trim for IPP Management assistance in the amount of
$ 1,261.30 was presented to Council. It was moved by Goniewicha, seconded
by Wood to approve payment of the bill as presented. Motion carried. 5
yeas.
Citizen Comment: Wendal Koehn inquired about permit fees and a building
on Broad Street that is in need of painting. John Fitzgibbon stated garage
sales will help sell houses in the City by bringing people to town. Also
stated grass behind the Video Dock needs cutting. Bill Duerr stated the
Garage Sale Trail is to be held on August 10th through 12th along the
Thumb.
Mayor Swartz read Cititzen Thoughts and Feelings statement number 42
from Bill Duerr regarding concern from a customer who is interested in
locating to Harbor Beach about the safety of emissions from industry.
Mayor Swartz also read a letter dated June 11, 2007 from Steve Toth of
Citizen Comment (Continued): West Bloomfield, Michigan, who is the customer
in question regarding the same issue. Youatt read a letter received from
Jim Tenbush, Sensient Flavors Plant Manager, dated September 28, 2006
regarding their air emissions.
OLD BUSINESS: None
NEW BUSINESS: Council reviewed a letter of retirement from DPW employee
Frank Lorkowski dated June 12, 2007 with a retirement date of August 31,
2007. It was moved by Wood, seconded by Kleinknecht to accept the retirement
of Frank Lorkowski, with regret. Motion carried.

Engineer Report: None
Finance Officer Report: A meeting was held this afternoon with Sensient
Flavor officials regarding their Industrial User Permit and related Wastewater
Treatment issues. A similar meeting with Dow AgroSciences is scheduled
for Wednesday morning. The Negotiating Committee has been working on employment
contract negotiations and is making progress towards the goal of having
all contracts negotiated and approved before the end of the month. Reported
attendance at a required MDOT meeting in Kalamazoo last week regarding
Act 51 training. Also attended an MML Board of Trustee meeting last week
in Ann Arbor.
Council Reports: Mayor Pro-Tem Kleinknecht reported on the Maritime Festival
Schedule for this year. A raffle will be held with the winner choosing
a John Deere “mule,” 4 wheeler, Kawasaki Jet Ski or $ 2,500
cash. Mayor Swartz reported an Open House will be held at the Fire Department
on June 24th from 1:00 to 3:00 p.m.. The deadline for nominations for
Beautification Awards is July 1st. Noted the trash hauling company will
hall 1 large item per household per week. Stated the Chamber of Commerce
is contributing $ 3,999 towards the first Winter Festival to be held on
February 2, 2008 in conjunction with the Chamber’s “Souper
Saturday” event.
There being no further business, the meeting was adjourned at 7:40 p.m.
