MARCH 21, 2005
A regular meeting of the City Council of the City of Harbor Beach was
held on Monday,
March 21, 2005 at City Hall. The meeting was called to order at 2:30 p.m.
by Mayor Swartz.
Present: Kleinknecht, Schelke, Semp, Wood and Mayor Swartz
Finance Officer Youatt and Engineer Bergdolt
Also Present: Department Heads Cregeur, Miller, Schock, Shedd and Wruble
Absent: None
Resolution # 2005-12, “DNR Grant - Playscape Project,” was
added to the agenda as item # 2 under Old Business.
It was moved by Wood, seconded by Semp to approve the minutes of the
March 7, 2005 Council meeting as presented. Motion carried. 5 yeas.
Citizen Comment: None
Department Head Reports: DPW Foreman Shedd reported the City receiving
the 8th largest snowfall in recorded history. The crew has been busy plowing
snow. 175 tons of salt have been used. Reported 3 water main breaks this
season. Crew has been busy trimming trees along streets. Will get bids
for purchase of new riding mower. New street signs are in with the City’s
logo and will be installed this Spring along State Trunklines.
Police Chief Schock reported Patrolman Bucholtz has had successful surgery
on his shoulder. The officers and part-time officers have been covering
shifts well. Would like to see Ordinances drafted regarding parking commercial
vehicles on local streets and also regarding a residential rental inspection
ordinance.
Recreation Director Wruble reported a five year financial analysis completed
for the DNR shows a total of $ 53,000 in interest on loans has been paid
to the City. Also, $ 212,000 in principal payments on loans have been
paid to the City. The construction loan balance is at $ 83,000.
A request to DNR Waterways for grant assistance for maintenance issues,
such as ice damage, fuel pump replacement, walkway repairs, septic pumps
and safety ladders will be submitted.
The water level on Lake Huron is expected to rise about 11 inches this
year. About 80 seasonal campers are signed up for North Park Campground
so far this year. The new Playscape for North Park should be installed
this June. A new 5 year recreation plan will be submitted to the DNR this
year.

Water Plant Superintendent Miller reported that water production is up
to about 1,000,000 gallons per day with more customers from Sand Beach
Township, Huron Township and Village of Forestville on line. There was
only one day of icing problems with the intake pipe this year.
New turbidimeters have been installed in accordance with DEQ requirements.
A split shift has been added during the week to provide for more efficient
staffing of the plant.
Wastewater Plant Superintendent Cregeur reported on new equipment added
to the plant this year in the pre-treatment room. A grit washer was added
and new air exchange equipment was added.
New rotors were installed in one oxidation ditch and will be installed
in the other ditch this summer. A new thickener screen was installed.
The polishing pond needs to be cleaned out this year.
OLD BUSINESS: Resolution # 2005-11, “Coastal Grant Application
- Waterfront Development Plan,” was presented to Council. The Resolution
approves a grant application with a total project cost estimated at $
20,000 and a 50% local match for $ 10,000. It was moved by Schelke, seconded
by Semp to adopt the Resolution as presented. Motion carried. 5 yeas.
Resolution # 2005-12, “DNR Grant - Playscape Project,” was
presented to Council. The Resolution would accept terms of the grant agreement,
including the City appropriation of
$ 40,000 as a 50 % local grant match. It was moved by Semp, seconded by
Wood to adopt the
Resolution as presented. Motion carried. 5 yeas.
Engineer Report: The new HVAC unit in the WWTP will be replaced by the
contractor due to corrosion of the contacts in the control panel due to
excessive moisture. The problem occurred prior to startup and after installation.
A safety damper will be installed to safeguard the unit in the future.
The preliminary design for the sanitary sewer retention basin project
will be submitted as required to DEQ by March 31st. Final plans will be
submitted by May 31st as required and meetings will take place with DEQ
to insure the plan is acceptable.
Finance Officer Report: Will be meeting with Kathleen Holdwick this afternoon
regarding information on the dredge disposal site on Pierce Road. Dan
Morgan was contacted to set up a meeting at the site and he will reply
on a date. The Coastal Management grant application will be sent in. We
won’t hear about funding for a few months. JJR has been contacted
and there are no problems with a short delay of the Waterfront Development
plan project. Will meet with Florence Dickinson and DPW Foreman Shedd
this Thursday regarding the water meter and water service to Sunrise Café
property.
Council Reports: Thanked Department Heads for their reports.
There being no further business, the meeting was adjourned at 3:27 p.m.
