OFFICIAL COUNCIL PROCEEDINGS
MAY 16, 2005
A regular meeting of the City Council of the City of Harbor Beach was
held on Monday,
May 16, 2005 at City Hall. The meeting was called to order at 2:30 p.m.
by Mayor Swartz.
Present: Kleinknecht, Schelke, Semp, Wood and Mayor Swartz
Finance Officer Youatt and Engineer Bergdolt
Absent: None
There were no corrections or additions to the agenda.
It was moved by Wood, seconded by Semp to approve the minutes of the
May 2, 2005 meeting as presented. Motion carried. 5 yeas.
It was moved by Kleinknecht, seconded by Wood to approve the minutes
of the May 6, 2005
Water Committee meeting as presented. Motion carried. 5 yeas.
Citizen Comment: None
OLD BUSINESS: Youatt discussed with Council the Water Committee’s
recommendation regarding infrastructure for the new Lighthouse Assembly
of God church facility, located off of
Section Line Road. The Committee recommends that the City pay for the
water main portion of the project with the DPW crew installing the water
main, which is 10 inch diameter. Youatt provided a quote for material
from Michigan Pipe and Valve, Saginaw, Michigan, for $ 7,187.75. Lighthouse
Assembly of God will pay for the sanitary sewer main, which is 6 inches
in diameter, and the installation of the main in accordance with City
specifications. They also have agreed to pay the appropriate connection
fees and also to provide a utility easement to the City along the western
portion of their property. The City will pay for survey work and legal
work related to the utility easement. The sewer main would be completed
prior to construction of the water main.
The City will receive “as built” drawings of the project when
completed. It was moved by
Wood, seconded by Kleinknecht to approve the project as presented. Motion
carried. 5 yeas.
NEW BUSINESS: A proposal from Deyo-Stone & Associates, Kalamazoo,
Michigan, to provide an update on the City’s GASB 34 accounting
report, was presented to Council. Youatt stated that the City hired Deyo-Stone
last year to establish the initial GASB 34 accounting audit in order to
comply with the State Department of Treasury financial reporting requirements.
The cost for this annual update is $ 540.00. It was moved by Semp, seconded
by Kleinknecht to approve the proposal as submitted. Motion carried. 5
yeas.

Engineer Report: Smoke testing was completed on May 4th. Results indicated
that manholes need to be rehabilitated, including lids and frame assemblies.
A spreadsheet was presented identifying areas where smoke exited the structures.
The major area inspected was along industrial areas. Based on smoke testing
results, it appears that the sanitary sewer and storm sewer systems are
separated in this area. Final design engineering plans are being completed
for the sanitary sewer retention basin project. The plans will be submitted
to DEQ for final approval by May 31, 2005. Bid specifications and contract
documents are being completed for the sanitary sewer main rehabilitation
project. Bidding will take place this June, with construction award in
July and start of construction in August. The alleys will be rehabilitated
first, leaving the M25 portion to be constructed after the Labor Day weekend.
Finance Officer Report: The 2005-06 budget for the City is being compiled.
A reminder to Council of the MML Region 5 meeting the City is hosting
this Wednesday, May 18th. Also,
Michigan Week will be celebrated next Wednesday, May 25th in Sebewaing.
Building inspections have been scheduled by the Huron County Building
Department on June 6th.
Council Reports: Approximately 100 people raised about $ 10,000 for the
CROP walk last weekend. Mayor Swartz attended the Huron County Safe House
shelter meeting in Bad Axe and explained the project to Council and the
public.
There being no further business, the meeting was adjourned at 3:10 p.m.
