Meeting Minutes for May 2, 2005
OFFICIAL COUNCIL PROCEEDINGS
MAY 2, 2005
A regular meeting of the City Council of the City of Harbor Beach was
held on Monday,
May 2, 2005 at City Hall. The meeting was called to order at 7:00 p.m.
by Mayor Swartz.
Present: Kleinknecht, Schelke, Semp, Wood and Mayor Swartz
Finance Officer Youatt
Absent: Engineer Bergdolt (with notice)
Corrections/Additions to Agenda: Bids for purchase of a new mower for
the DPW was placed on the agenda under New Business.
It was moved by Wood, seconded by Semp to approve the minutes of the
April 18, 2005 Council meeting as presented. Motion carried. 5 yeas.
Bills for the month of April 2005 in the amount of $ 243,424.49 were
presented to Council. It was moved by Semp, seconded by Schelke to approve
payment of the bills as submitted. Motion
carried. 5 yeas.
A Capital Projects Bond payment in the amount of $ 185,710.65 was presented
to Council. It was moved by Schelke, seconded by Wood to approve the payment
as presented. Motion carried.

A Water Bond payment in the amount of $ 85,260.00 was presented to Council.
It was moved by Wood, seconded by Semp to approve the payment as presented.
Motion carried. 5 yeas.
Citizen Comment: Inquired about why snow plowing the sidewalks downtown
damaged the brick concrete. The equipment will be modified to reduce/eliminate
damage to the stamped concrete downtown. It also will be re-sealed soon
to improve the appearance of the brick.
OLD BUSINESS: The second reading of an Ordinance to amend Article IV,
“R-1 through
R-2 One-Family Residential District,” Section 402, 5 (i) was presented
to Council. It was moved
by Kleinknecht, seconded by Wood to approve the Ordinance on second reading
as presented and to authorize publication of same in a local newspaper.
Motion carried. 5 yeas.
Resolution # 2005-14, “DNR Marina Grant,” was presented to
Council. The Resolution would approve a grant from the DNR in the amount
of $ 6,097.50 for repairs to the Marina and would authorize the Finance
Officer to execute the agreement on behalf of the City. It was moved by
Semp, seconded by Kleinknecht to adopt Resolution # 2005-14 as presented.
Motion carried.

NEW BUSINESS: The Police Committee has recommended the hiring of Derek
Joy, Port Hope, Michigan as a part-time Police Officer, effective immediately,
at a pay rate of $ 14.75 per hour. It was moved by Schelke, seconded by
Semp to accept the recommendation of the Police Committee and to hire
Derek Joy as presented. Motion carried. 5 yeas.
Council reviewed a proposal from Wade-Trim, dated April 25, 2007, to
provide design engineering services for the Sanitary Sewer Rehabilitation
project at a cost of $ 4,200. Plans call for re-lining sanitary sewer
mains on M25 from M142 north to Industrial Drive, alleys between Nelson
and Whitcomb Streets and Bartlett Street from Schock Road to Second Street.
It was moved by Wood, seconded by Semp to accept the proposal from Wade-Trim
as presented. Motion carried. 5 yeas.
Council reviewed bids received for purchase of a new riding mower for
the DPW. Bids received were from All Season Service and Sales, Harbor
Beach, for $ 7,600 and from Osentoski Farm
Equipment, Bad Axe, Michigan, for $ 7,100. Youatt stated that the mower
from All Season was a 27 horsepower, came with a free loaner when new
one is serviced, and included a set of blades and one oil change with
grease. Youatt also stated that DPW Foreman Shedd recommended the unit
from All Season. It was moved by Schelke, seconded by Kleinknecht to approve
the bid from All Season Service and Sales as presented. Motion carried.

Engineer Report: A meeting was held with DEQ on April 26th regarding
review of preliminary plans for the sanitary sewer retention basin project,
submitted by Wade-Trim by the March 31st deadline set by DEQ. Only a few
items need to be addressed and once changes are made, the plans will be
re-submitted for final review and approval to DEQ. Smoke testing of the
sanitary sewer main from the pump station north will be conducted this
Wednesday by Wade-Trim. A public notice has been posted and is on the
local television channel.
Finance Officer Report: Department Heads are submitting their requests
for the 2005-06 fiscal year budget. A Water Committee meeting will be
scheduled for later this week to review plans for water main extension
along Section Line Road for the Lighthouse Assembly of God construction
project. A reminder to Council of the May 18th MML Region 5 meeting at
Verona Hills. Officials from our sister City, Kincardine, Ontario will
be visiting the last weekend in June.
Council Reports: The Zion Lutheran School play was excellent over the
weekend and helped to raise over $ 500 towards the North Park playscape
project. Council needs to RSVP with Youatt for the Michigan Week dinner
hosted by Sebewaing on May 25th. The sidewalk has been replaced downtown
and looks much better.
There being no further business, the meeting was adjourned at 7:52 p.m.
