Meeting Minutes for May 7, 2007
OFFICIAL COUNCIL PROCEEDINGS
MAY 7, 2007
A regular meeting of the City Council of the City of Harbor Beach was
held on Monday,
May 7, 2007 at City Hall. The meeting was called to order at 7:00 p.m.
by Mayor Swartz.
Present: Burkhard, Goniewicha, Kleinknecht, Wood and Mayor Swartz
Finance Officer Youatt
Absent: None
Corrections/Additions to Agenda: It was moved by Goniewicha, seconded
by Kleinknecht to approve the agenda as presented. Motion carried. 5 yeas.
It was moved by Wood, seconded by Kleinknecht to approve the minutes
of the April 16, 2007 Council meeting as corrected, with the correction
being the last sentence under Council reports to change the date for White
Cane weekend from May 27th and 28th to April 27th and 28th. Motion
carried. 5 yeas.
It was moved by Burkhard, seconded by Goniewicha to approve the minutes
of the May 1, 2007 Negotiating Committee meeting as presented. Motion
carried. 5 yeas.
It was moved by Wood, seconded by Kleinknecht to approve the minutes
of the May 2, 2007 special Council meeting as presented. Motion carried.
5 yeas.
Bills for April 2007 in the amount of $ 222,004.57 were presented to
Council. It was moved by Wood, seconded by Kleinknecht to approve payment
of the bills as presented. Motion carried.

The 2000 Capital Project Bond payment for $ 122,157.23, 2003 M25 Capital
Project Bond payment for $ 55,438.75, and the Water Bond Interest payment
for $ 81,873.75 were presented to Council. It was moved by Wood, seconded
by Burkhard to approve payment of the bond payments as presented. Motion
carried. 5 yeas.
A bill from Wade-Trim for IPP management assistance in the amount of
$ 3,896.92 was presented to Council. It was moved by Goniewicha, seconded
by Kleinknecht to approve payment of the bill as presented. Motion carried.

Citizen Comment: Wendall Koehn stated the catch basins need cleaning.
John Fitzgibbon stated the storm drain on M25 near Dow AgroSciences needs
cleaning. He also inquired about wages for the employees. Youatt will
provide him a copy. Barb Lemanski inquired about taxes assessed for Foodtown
and whether any progress has been made on a new grocery store. Mayor Swartz
said taxes are still being assessed and that there have been efforts to
attract a new grocery store.
Citizens Thoughts and Feelings # 0040 from Bill Winn regarding the old
railroad bridge in front of his residence on Resort Road was read by Mayor
Swartz. The City will take care of the bridge.
OLD BUSINESS: None
NEW BUSINESS: Resolution # 2007-13, “Letter of Credit-Chemical
Bank,” was presented to Council. The Resolution would approve purchasing
a $ 1,000,000 letter of credit from Chemical Bank at a cost of $ 5,000
in order to satisfy a DEQ requirement to provide proof of financial responsibility
for the City’s 4 underground fuel storage tanks. It was moved by
Kleinknecht, seconded by Burkhard to adopt Resolution # 2007-13 as presented.
Motion carried. 5 yeas.
A proposal from Goyette Mechanical, Flint, Michigan to repair the boiler
at the WWTP at a cost of $ 2,750.00 was presented to Council. It was moved
by Kleinknecht, seconded by Wood to approve the proposal as submitted.
Motion carried. 5 yeas.
Engineer Report: None
Finance Officer Report: A Coffee Hour meeting with State Representative
Terry Brown will be held on Monday, May 14th at the Harbor Beach District
Library from 11 a.m. to Noon. The dredging contractor has finished dredging
the Marina and is awaiting depth sounding results from the Corps of Engineers
before they disassemble their equipment. The fishing tournament this past
Saturday was a success with 13 boats participating without any problems
in the Marina. A ribbon-cutting event is set for Saturday, May 19th for
the Huron County Water Trail at Bathing Beach Park. Food and entertainment
is provided at no cost for the event. Mayor Swartz, Councilmember Goniewicha
and Finance Officer Youatt will attend the annual MML Region 5 meeting
in Sandusky on May 18th.
Council Reports: Councilmember Burkhard stated the North Park creek embankment
project looks good. Councilmember Goniewicha inquired what the property
inspections were in the monthly Police Report. He was informed the Police
Officers on duty routinely check businesses
to make sure they are locked and there are no broken windows or other
issues. He also stated lights are out near North Park and the Marina.
Youatt will report them to Detroit Edison. Mayor Swartz attended a recent
Chamber of Commerce meeting and commended them for participating in the
Terrific Towns Web Site.
There being no further business, the meeting was adjourned at 7:35 p.m.
