OFFICIAL COUNCIL PROCEEDINGS
NOVEMBER 1, 2004
A regular meeting of the City Council of the City of Harbor Beach was
held on Monday, November 1, 2004 at City Hall. The meeting was called
to order at 7:00 p.m. by Mayor Ramsey.
Present: Ahrens, Goniewicha, Schelke, Semp and Mayor Ramsey
Finance Officer Youatt
Absent: Semp and Engineer Bergdolt (both with notice)
There were no corrections or additions to the agenda.
It was moved by Schelke, seconded by Ahrens to approve
the minutes of the October 18, 2004 Council meeting and the October
25, 2004 Recreation Commission meeting as presented. Motion carried.
4 yeas.
Bills for October 2004 in the amount of $233,909.75 were
presented to Council. Also, an M25 Bond Interest Payment for $18,071.80,
a Capital Improvement Bond Interest payment for $69,046.90, a Water
Bond and Interest payment for $146,835.00 and an MDOT M25 project payment
of $26,256.20 were presented to Council. It was moved by Ahrens, seconded
by Schelke to approve payment of the bills as presented. Motion carried.

Citizen Comment: Complimented the City on the M25 and
Downtown Streetscape project. Some of the parking spaces seem a little
small for today’s larger vehicles.
OLD BUSINESS: Pay Certificate #4 in the amount of $73,980.00
to John E. Green for the Wastewater Treatment Plant improvement project
was presented to Council. It was moved by Schelke, seconded by Ahrens
to approve Pay Certificate #4 as presented. Motion carried. 4 yeas.
NEW BUSINESS: A proposal from Wade-Trim to provide design
engineering services for the Sanitary Sewer Retention Basin project
at a cost of $81,000.00 was presented to Council. Mayor Ramsey pointed
out that this project is in compliance with a DEQ Administrative Consent
Order. It was moved by Schelke, seconded by Goniewicha to approve the
proposal as submitted. Motion carried. 4 yeas.
Engineer Report: Youatt reported that the Wastewater Treatment
Plant improvement project is near completion. Installation of the new
grit washer will be in the next week.
Finance Officer Report: A Council photo will be done prior
to the next Council meeting. A reminder to those in attendance to vote
in the General Election tomorrow.

Council Reports: Mayor Ramsey thanked Wade-Trim for their volunteer
effort to paint the old Coast Guard Station garage building as part
of “Make a Difference Day”.
There being no further business, the meeting was adjourned
at 7:15 p.m.
