Meeting Minutes for November 15, 2004
OFFICIAL COUNCIL PROCEEDINGS
NOVEMBER 15, 2004
A regular meeting of the City Council of the City of Harbor Beach was
held on Monday,
November 15, 2004 at City Hall. The meeting was called to order at 1:30
p.m. by Mayor Ramsey.
Present: Ahens, Schelke, Semp and Mayor Ramsey
Finance Officer Youatt and Engineer Bergdolt
Absent: Goniewicha (with notice)
Corrections/Additions to the Agenda: A proposal from Wade-Trim to install
Trubidity Monitoring and Data Logging System was added to the agenda under
Old Business.
It was moved by Ahrens, seconded by Schelke to approve the minutes of
the November 1, 2004
Council meeting, with a correction of listing Councilmember Semp as absent.
Motion carried.
4 yeas.
A bill from MDOT for $ 4,718.59 was submitted to Council. Also, bills
from Wade-Trim for the
WWTP improvement project for $ 900.00 and for the North Park Playscape
Grant survey for
$ 325.00 were submitted. It was moved by Schelke, seconded by Ahrens to
approve payment of the bills as submitted. Motion carried. 4 yeas.
Citizen Comment: The City web site needs to be updated. Youatt stated
that this has been a problem and that a proposal for appropriate staffing
will be given to Council to address the problem.
OLD BUSINESS: A proposal from Wade-Trim to install turbidimeters at the
Water Treatment Plant was submitted to Council. Total cost for the proposal
is $ 28,553.00. Youatt stated that the current budget for this project
is at $ 18,000, although this cost is from an estimate 2 years old. Engineer
Bergdolt stated that costs for the meters have gone up and also there
is some additional equipment required that was not calculated in. Youatt
stated that the DEQ is mandating this equipment with an operational date
of January 1, 2005. It was moved by Semp, seconded by Schelke to approve
the proposal as submitted. Motion carried. 4 yeas.
NEW BUSINESS: Resolution # 2004-27, “Authority to Acquire the Harbor
Beach Lighthouse
Property,” was presented to Council. The Resolution would authorize
the Finance Officer to submit the application and to execute any other
documents
It was moved by Semp, seconded by Ahrens to approve the purchase of 42
new streetlight pole Christmas decorations from Bronners, Frankenmuth,
Michigan, at a cost of $ 4,158.00. Motion carried. 4 yeas.

NEW BUSINESS (continued): It was moved by Semp, seconded by Schelke to
approve the purchase of 20 Holiday streetlight banners from Bronners,
Frankenmuth, Michigan, at a cost of
$ 1,040.00, with the Chamber of Commerce reimbursing the City for 100%
of the cost. Motion carried. 4 yeas.
Engineer Report: Installation of the new grit wash equipment at the Wastewater
Treatment Plant has been completed by John E. Green Company. Startup and
operation of the new equipment will take place on November 18 or 19, 2004.
Topographic survey has been completed for the design engineering of the
sanitary sewer retention basin project. Soil borings will be done to determine
the stability of the soil and to also determine ground water depth. A
preliminary project review meeting with DEQ will take place in December.
Finance Officer Report: Work continues on the Lighthouse application
for ownership and will be submitted to the National Park Service, Department
of Interior by the end of this week.
Council Reports: Mayor Ramsey reported on good attendance at the recognition
dinner for Ray Noble.
There being no further business, the meeting was adjourned at 2:00 p.m.
