Meeting Minutes for November 19, 2007
OFFICIAL COUNCIL PROCEEDINGS
NOVEMBER 19, 2007
A regular meeting of the City Council of the City of Harbor Beach was
held on Monday, November 19, 2007 at City Hall. The meeting was called
to order at 7:00 p.m. by Mayor Swartz.
Present: Burkhard, Goniewicha, Kleinknecht, Wood and Mayor Swartz
Finance Officer Youatt
Absent: None
It was moved by Burkhard, seconded by Kleinknecht to approve the agenda
as presented. Motion carried. 5 yeas.
It was moved by Goniewicha, seconded by Kleinknecht to approve minutes
of the November 5, 2007 Council meeting as presented. Motion carried.
5 yeas.
Pay Certificate # 5 from RCL Construction in the amount of $ 659,490.75
for construction of the sanitary sewer retention basin was presented to
Council. It was moved by Wood, seconded by Kleinknecht to approve payment
of the bill as presented. Motion carried. 5 yeas.
Citizen Comment: Don Williamson presented a petition to Council requesting
Council to terminate Resolution # 97-012 which created the position of
Finance Officer/Clerk for the City.
Following discussion, City Clerk Youatt will provide copy of same to City
Attorney Ferris.
Connie Jackson asked Finance Officer/Clerk Youatt what his title was.
Youatt replied Finance Officer/Clerk.
Ron Knepfler inquired about status of a grocery store for Harbor Beach.
Mayor Swartz reviewed efforts the City has made to bring a grocery store
to Harbor Beach.
Adrian Cooper requested votes by Council be identified in the Council
meeting summary published in the newspaper.
OLD BUSINESS: Council reviewed a proposal by Wolverine Fireworks for
a fireworks display for the Winter Festival on February 2, 2008 at a cost
of $ 1,500. It was moved by Kleinknecht, seconded by Goniewicha to approve
the proposal as submitted. Motion carried. 5 yeas.
NEW BUSINESS: Council reviewed a proposal from Micro-Tech Solutions to
renew a computer maintenance agreement for one year at a cost of $ 1,173.
It was moved by Wood, seconded by Kleinknecht to approve the proposal
as submitted. Motion carried. 5 yeas.
Engineer Report: Youatt reviewed the report dated November 19, 2007 and
reminded Council of a construction progress meeting scheduled for November
27th at 4:00 p.m. at City Hall.
Finance Officer Report: Reported on progress on WWTP industrial user
permits. Sensient has provided language they would like in their permit.
Youatt informed Council they should be receiving monthly operating reports
for the Water Plant provided by Wade-Trim. An International Property Maintenance
Code committee meeting is scheduled for tomorrow at 7:00 p.m. at City
Hall. Yaroch Asphalt paid the City $ 1,800 owed on the Davidson Park tennis
and basketball court project. The 2006-07 fiscal year audit for the City
will be presented by Nietzke and Faupel at the next Council meeting. Congratulations
to the Harbor Beach varsity football team on their successful season,
winning League, District and Regional titles before losing to Traverse
City St. Frances in the State Semi-Final game last Saturday.
Council Reports: Mayor Pro-Tem Kleinknecht reported a benefit performance
will be held at the Community House Theater on December 16th for the Family
Ties program. The annual Christmas parade will be held on Saturday, December
1st.
There being no further business, the meeting was adjourned at 7:50 p.m.
