OFFICIAL COUNCIL PROCEEDINGS
OCTOBER 18, 2004


A regular meeting of the City Council of the City of Harbor Beach was held on Monday,
October 18, 2004 at City Hall. The meeting was called to order at 7:00 p.m. by Mayor Ramsey.

Present: Ahrens, Goniewicha, Schelke, Semp and Mayor Ramsey
Finance Officer Youatt and Engineer Bergdolt

Absent: None

Corrections/Additions to Agenda: Two paving proposals from Saginaw Asphalt were added to the agenda under New Business.

It was moved by Goniewicha, seconded by Semp to approve the minutes of the October 4, 2004
Council meeting as submitted. Motion carried. 5 yeas.

Bills from MDOT for the M25 project in the amounts of $ 13,138.32 and $ 20,295.94 were presented to Council. Also, a bill from Wade-Trim for engineering services for the WWTP Improvement project in the amount of $ 5,320.00 was presented. It was moved by Semp, seconded by Ahrens to approve payment of the bills as submitted. Motion carried. 5 yeas.

OLD BUSINESS: None

NEW BUSINESS: Resolution # 2004-24, “MDOT - State Trunk Line Maintenance Contract,”
was presented to Council. The Resolution would approve a five-year contract for the City to maintain the State Trunk Lines in the City (M25 and M142) and outline payment for same. It was
moved by Ahrens, seconded by Schelke to adopt Resolution # 2004-24 as presented. Motion
carried. 5 yeas.

Resolution # 2004-25, “Fund Balance Software Maintenance Agreement,” was presented to Council. The Resolution would approve renewal of an annual software support agreement with
Fund Balance, the City’s financial software provider, at a cost of $ 4,152.00. It was moved by
Semp, seconded by Goniewicha to adopt Resolution # 2004-25 as presented. Motion carried.

Resolution # 2004-26, “Offer To Purchase - Old Coast Guard Station Garage,” was presented to Council. The Resolution would approve an offer to purchase the old Coast Guard Station Garage from the General Services Administration for $ 1.00. It was moved by Schelke, seconded by
Ahrens to adopt Resolution # 2004-26 as presented. Motion carried. 5 yeas.

Finance Officer Youatt presented a proposal from Corpro Waterworks to install a new TASC VIII automatic rectifier unit in the water tower to provide cathodic protection at a cost of
$ 4,500.00. It was moved by Schelke, seconded by Semp to approve the purchase as presented.
Motion carried. 5 yeas.

Council reviewed two paving proposals from Saginaw Asphalt to perform paving work. It was moved by Goniewicha, seconded by Ahrens to approve a proposal to pave the parking lot for
Police Department at City Hall at a cost of $ 2,500.00. Motion carried. 5 yeas.

It was moved by Schelke, seconded by Ahrens to approve a proposal to pave various local street patches at a cost of $ 3,307.00. Motion carried. 5 yeas.

Engineer Report: The new grit washer has not been installed yet at the Wastewater Treatment Plant, but the project will be completed and the equipment operational by mid-November. Engineer Bergdolt reviewed a proposal to install a sanitary sewer system retention basin in order to comply with an Administrative Consent Order with the DEQ. The total estimated cost is approximately $ 3,500,000. Final plans need to be submitted to DEQ by May 31, 2005 with final completion by August 31, 2007. Wade-Trim has proposed to provide design engineering services for a cost of $ 81,000.00. Youatt will review the proposal and present a recommendation at the November 1, 2004 Council meeting.

Finance Officer Report: Youatt updated Council on the M25 and Downtown Streetscape project. The main intersection was paved with a base coat this morning. Final paving course will be done tomorrow on the north end of M25. The project will be substantially completed by the end of the week. Youatt reminded Council of a ribbon cutting ceremony to be held next Tuesday, October 26th at 11:00 a.m. downtown.
