Meeting Minutes for October 3, 2005
OFFICIAL COUNCIL PROCEEDINGS
OCTOBER 3, 2005
A regular meeting of the City Council of the City of Harbor Beach was
held on Monday,
October 3, 2005 at City Hall. The meeting was called to order at 7:00
p.m. by Mayor Swartz.
Present: Kleinknecht, Schelke, Semp, Wood and Mayor Swartz
Finance Officer Youatt
Absent: None
Corrections/Additions to Agenda: Trick or Treat Hours for Halloween was
added under New Business.
Approval of Minutes: Council discussed the minutes from the September
19, 2005 Council meeting. Council suggested including the names of citizens
and their general concerns in the minutes in the future. It was moved
by Schelke, seconded by Wood to approve the minutes of the September 19,
2005 Council meeting as presented. Motion carried. 5 yeas.
It was moved by Wood, seconded by Semp to approve the minutes of the
September 27, 2005
Water Committee meetings with Sand Beach Township and with Port Hope-Gore-Rubicon
Utility Authority as presented. Motion carried. 5 yeas.
Bills for the month of September 2005 in the amount of $ 349,268.22 were
presented to Council.
It was moved by Kleinknecht, seconded by Semp to approve payment of the
bills as presented.
Motion carried. 5 yeas.
A bill from John E. Green in the amount of $ 5,383.00 for installation
of a dampener for the HVAC system at the Wastewater Treatment Plant as
part of the WWTP improvement project
was presented to Council. Youatt provided Council with written documentation
from Wade-Trim regarding this bill. It was moved by Schelke, seconded
by Semp to approve payment of the bill
as presented. Motion carried. 5 yeas.
Citizen Comment: Jack Kriete requested copies of minutes and bills as
reviewed by Council. Youatt stated they are available to the public at
City Hall. Chris Diehl requested that the City maintain the gravel road
at Stoneybrook Subdivision. It was moved by Schelke, seconded by
Semp to have the Street Committee of City Council meet to review the request
and to make recommendation to Council. Motion carried. 5 yeas.
OLD BUSINESS: The second reading of the Commercial Vehicle Parking Ordinance
was
presented to Council. It was moved by Kleinknecht, seconded by Wood to
adopt the Commercial Vehicle Parking Ordinance on second reading as presented
and to authorize publication of same in a local newspaper. Motion carried.

OLD BUSINESS (continued): Youatt updated Council on the dangerous buildings
in the City.
An inside inspection date of Tuesday, October 11th a 1 p.m. has been established
for 419 North Huron Avenue. Youatt will also attempt to have the property
at 403 Lytle Avenue inspected the same day.
NEW BUSINESS: It was moved by Wood, seconded by Schelke to accept the
resignation of Zoning Administrator Ed Ramsey, with regret, effective
October 7, 2005. Motion carried.

It was moved by Schelke, seconded by Semp to set Trick or Treat hours
for Halloween night,
Monday, October 31, 2005 from 5:00 p.m. to 6:30 p.m. with the start and
finish to be signaled by a blast from the fire whistle. Motion carried.

Engineer Report: Youatt reviewed with Council the written report submitted
by Engineer
Dave Bergdolt.
Finance Officer Report: A final inspection of the dredge disposal site
by the DEQ will be held on Thursday, October 6th at 10:30 a.m. The final
draft of the application for ownership of the Lighthouse has been submitted
to the National Park Service, Department of Interior.
Council Reports: Councilmember Semp reported that the annual MML meeting
in Grand Rapids last week was a great opportunity for information gathering.
Tickets for the Detroit Lions football game/bus trip on December 4th are
available through the Recreation Department. Mayor Swartz presented a
letter from Senator Debbie Stabenow regarding funding to local first responders
for interoperable communications equipment as part of the Homeland Security
funding bill.
There being no further business, the meeting was adjourned at 7:50 p.m.
