Meeting Minutes for September 4, 2007
OFFICIAL COUNCIL PROCEEDINGS
SEPTEMBER 4, 2007
A regular meeting of the City Council of the City of Harbor Beach was
held on Tuesday, September 4, 2007 at City Hall. The meeting was called
to order at 7:00 p.m. by Mayor Swartz.
Present: Burkhard, Goniewicha, Kleinknecht, Wood and Mayor Swartz
Finance Officer Youatt
Absent: None
Corrections/Additions to Agenda: Youatt requested that Council add election
of delegate and alternate delegate for the annual MML Conference to the
agenda under New Business. It was moved by Kleinknecht, seconded by Goniewicha
to approve the agenda with the addition of election of MML delegate and
alternate delegate. Motion carried. 5 yeas.
It was moved by Wood, seconded by Kleinknecht to approve the minutes
of the August 20, 2007 Council meeting as presented. Motion carried. 5
yeas.
Bills for August 2007 in the amount of $ 348,487.07 were presented to
Council. It was moved by Kleinknecht, seconded by Goniewicha to approve
payment of the bills as presented. Motion carried. 5 yeas.
A bill from Wade-Trim for Water Plant operation and maintenance for August
2007 in the amount of $ 24,462.08 was presented to Council. It was moved
by Wood, seconded by Kleinknecht to approve payment of the bill as presented.
Motion carried. 5 yeas.
Citizen Comment: Lee Elliott inquired about a bill from All Season Sales
and Service. The majority of the bill is for repair of the clutch on the
Scag mower.
Cindy Goniewicha asked what the status is of sale of water to Forester
Township. Youatt reported that they have applied for a grant to Rural
Development and the City has furnished the information they have requested.
She also asked about the City’s liability and property insurance,
which is through the Michigan Municipal League, and why the City hasn’t
bid it out. Youatt replied that there are few companies that would insure
municipalities and that MML has provided good service to the City. Also,
it is up to Council whether to bid out this service.
Jack Kriete asked about the status of the Foodtown property, which has
a sign stating a sale is pending. Mayor Swartz replied that there is no
official deal that has been completed on the property sale.
OLD BUSINESS: Resolution # 2007-24, “Tribute to DPW Light Equipment
Operator Frank Lorkowski,” was presented to Council. The Resolution
pays tribute to Frank for his over 20 years of service to the City and
wishes him well on his retirement. It was moved by Wood, seconded by Kleinknecht
to adopt Resolution # 2007-24 as presented. Motion carried. 5 yeas.
NEW BUSINESS: Youatt presented a proposal from UIS Programmable Service,
Ypsilanti, Michigan, to purchase a new Allen-Bradley Variable Frequency
Drive unit for the Wastewater Plant at a cost of $ 3,775.00. Youatt stated
repair of the unit would cost about $ 2,000 and UIS services all of the
current units. It was moved by Wood, seconded by Kleinknecht to approve
the purchase as presented. Motion carried. 5 yeas.
Council discussed appointing a voting delegate and alternate delegate
for the annual business meeting at the Michigan Municipal League Conference
in Traverse City on September 18 through 20, 2007. It was moved by Wood,
seconded by Kleinknecht to select Leonard Goniewicha as voting delegate
and Bob Swartz as alternate delegate. Motion carried. 5 yeas.
Engineer Report: Council reviewed the written Engineering Report submitted
by Cory Davis and Dave Bergdolt, Wade-Trim, dated September 4, 2007. It
was noted there is a construction progress meeting for the SRF project
scheduled for September 25th at 4:00 p.m. at City Hall.
Finance Officer Report: The State Legislature has approved holding the
Presidential Primary election on January 15, 2008. The tennis and basketball
court project at Davidson Park will be completed this week. There were
no major problems over the Labor Day holiday weekend.
Council Reports: Mayor Pro-Tem Kleinknecht informed everyone the Maritime
Festival will be held next year on the week of July 13th. Mayor Swartz
reported that 170 people attended the Hospital Foundation dinner held
at the Resort on August 29th. Also stated it was good to see the new flags
put up along the main streets for Labor Day weekend.
There being no further business, the meeting was adjourned at 7:37 p.m.
